The 3.0 web is a more "intelligent and inclusive" way of using technology, searching, and providing online information that can be more interactive. It is a upgrade version from 2.0 that "were evident after decades of internet" foundations prior to this version. (Ohler, 2010). Education is at its highest peak with educational technology in these three web versions based on "the learners point" from the following ideas: knowledge construction, personal learning networks (PLNs), and personal educational administration (Ohler, 2010).
